A Certification Pathway for Regulatory Standards

Delivering an accessible, end-to-end eLearning experience built for the Canadian travel regulator TICO.

Navigating Compliance, Accuracy, and Learner Needs

The Travel Industry Council of Ontario needed eLearning modules for a regulatory certification program that would meet strict accuracy and compliance standards while supporting learners through a full certification pathway. The content had to be accessible, reliable, and scalable, serving learners with different needs and contexts while maintaining consistency across the program.

The Approach
Building an Accessible Certification Pathway from the Ground Up

Working as a freelance Learning Designer for Oliver Publishing, I designed the modules in Articulate Storyline, incorporating AI voice-over using SSML to create a consistent and professional audio experience. Accessibility was built in from the start, with WCAG-compliant features including captions, transcripts, and accessible navigation. The focus throughout was on clarity, compliance, and creating a learning experience that would serve learners reliably across the certification journey.

A Scalable Program That Meets Regulatory Standards and Supports Every Learner

The certification program met all regulatory and accessibility standards while delivering a clear, consistent learning experience. The scalable design ensured that learners could move through the pathway with confidence, and the focus on accessibility meant the program was inclusive from the start. The project demonstrated how compliance and learner experience can work together when both are prioritized from the beginning.
